Not really.  The closest thing right now would be to generate an Invoice
but not Post it.  Then you can go to Reports -> Business -> Printable Invoice
and select the invoice#...   But it wont call it a quote right now,
IIRC.   However you could modify the invoice .scm file to change the
text if you wish.
